SUBJECT: Frontier Park Self-Evaluation

1. On 04/14/2022, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

4. A copy of this report will be maintained by the Office of Accessibility. Updates to the findings included in this report will be available at the following link: https://access6.bluedag.com/access/barriers/GfhHF91nlvMItTaD4rVzj85XBKNZxywJ. Findings

Parking

BFID: 189709

The parking lot has 10 parking spaces, but none of them are marked accessible. One parking space should be provided as van accessible. This requires either an 8'-0" wide parking space with an 8'-0" wide access aisle, or an 11'-0" wide parking space with a 5'-0" wide access aisle.

The west end of the parking is level, but the east end has up to 4.5% cross slope.
Citation:
2015 IBC Section 1106.1
Where parking is provided, accessible parking spaces shall be provided in compliance with Table 1106.1, except as required by Sections 1106.2 through 1106.4. Where more than one parking facility is provided on a site, the number of parking spaces required to be accessible shall be calculated separately for each parking facility.

2010 ADAS Section 208.2
Parking spaces complying with 502 shall be provided in accordance with Table 208.2 except as required by 208.2.1, 208.2.2, and 208.2.3. Where more than one parking facility is provided on a site, the number of accessible spaces provided on the site shall be calculated according to the number of spaces required for each parking facility.

Basketball - The T-shaped or circular turning space has excessive slopes.

Surface slopes greater than 1:48 (2.08%) are not permitted.
Citation:
2010 ADAS Section 304.2
Floor or ground surfaces of a turning space shall comply with 302. Changes in level are not permitted.

Slopes not steeper than 1:48 shall be permitted.

Lat/Long:
[38.9475478, -104.7564261]
Recommendation:
Do nothing at this time. It is not feasible to achieve a compliant slope due to the existing terrain. Add an accessible route to the basketball court from the north side (see finding in Play Areas). If this is not feasible we should explore creating a ramp with provisions and flattening this area as this also serves as the school access point to the play area.

Restroom

BFID: 189708

The portable public restroom is not compliant because the door is on the side opposite the sidewalk.

If sanitary facilities are provided, they must be made accessible to persons with disabilities. If public restrooms are desired, It is recommended that the portable unit be replaced with a permanent built in compliant restroom. The utilization of an accessible portable unit may be a temporary solution and is not recommended as a permanent solution.

Dog Waste Bag Receptacle - The item violates the forward or side reach.

Forward - the reach range is 15" (low) - 48" (high). If there is an obstruction of 20" or less then the height can be up to 48". If the obstruction is between 20-25" the maximum height is 44".

Side - the reach range is 15" (low) - 48" (high) and the maxim height of any obstruction is 34". If the obstruction depth is between 10" - 24", the reach height maximum is 46".
Citation:
2010 ADAS Section 308.2.2
Where a high forward reach is over an obstruction, the clear floor space shall extend beneath the element for a distance not less than the required reach depth over the obstruction. The high forward reach shall be 48 inches (1220 mm) maximum where the reach depth is 20 inches (510 mm) maximum. Where the reach depth exceeds 20 inches (510 mm), the high forward reach shall be 44 inches (1120 mm) maximum and the reach depth shall be 25 inches (635 mm) maximum.

2010 ADAS Section 308.3.2
Where a clear floor or ground space allows a parallel approach to an element and the high side reach is over an obstruction, the height of the obstruction shall be 34 inches (865 mm) maximum and the depth of the obstruction shall be 24 inches (610 mm) maximum. The high side reach shall be 48 inches (1220 mm) maximum for a reach depth of 10 inches (255 mm) maximum.
