SUBJECT: Woodstone Park Self-Evaluation

1. On 02/08/2022, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

Surface cross slopes shall not exceed one unit vertical in 48 units horizontal (2-percent slope). When the slope in the direction of travel of any walk exceeds 1 unit vertical in 20 units horizontal (5-percent slope), it must be constructed as a ramp.

The path that runs from the triangular convergence of paths on the east side of the park by Carlson Dr. to the turn to the basketball court has 51 pads of concrete with high cross slope and/or running slope. Cross slope measures between 2.3% and 4.6% on 37 pads. Running slope is between 5.2% and 9.1% on 30 pads.

Recommendation:

Remove and replace pads of concrete with high cross slope. It is not likely feasible to achieve a compliant running slope on this route due to the existing terrain.

Recommendation:

Provide a clear floor space of at least 30" by 48" with a slope of less than 2% in all directions and within reach range of the operable part. Alternatively, relocate the operable part to an already level pad of concrete within reach ranges.

Side - the reach range is 15" (low) - 48" (high) and the maxim height of any obstruction is 34". If the obstruction depth is between 10" - 24", the reach height maximum is 46".

As Built:

The rubber tiles at the playground are deteriorating. The surface of the play area is sand. The rubber tiles have 1" gaps and 1/2" vertical displacement. The mats also have a 2" vertical drop off into the sand.

Recommendation:

Replace the tiles with poured in place surfacing. Make sure new surfacing that is adjacent to the sand is adjacent so as to not cause a drop-off.

Horizontal openings in gratings and joints shall not permit passage of a sphere more than 13 mm (0.5 in) in diameter. Elongated openings in gratings shall be placed so that the long dimension is perpendicular to the dominant direction of travel.

As Built:

There is a 3/4" wide by 1-3/4" deep gap between the sidewalk and the panels at the bench.

Recommendation:

Clean out and fill the gap, or remove and replace the concrete panels.

The drinking fountain has multiple violations.

Drinking fountains must be on an accessible route that provides a 30 inch by 48 inch clear floor space centered on the low unit, allowing a forward approach.

Spout outlets shall be 36 inches maximum above the finish floor or ground. Spout outlets of drinking fountains for standing persons shall be 38 inches minimum and 43 inches maximum above the finish floor or ground. The spout shall be located 15 inches minimum from the vertical support and 5 inches maximum from the front edge of the unit, including bumpers. The spout shall provide a flow of water 4 inches high minimum and shall be located 5 inches maximum from the front of the unit. The angle of the water stream shall be measured horizontally relative to the front face of the unit. Where spouts are located less than 3 inches of the front of the unit, the angle of the water stream shall be 30 degrees maximum. Where spouts are located between 3 inches and 5 inches maximum from the front of the unit, the angle of the water stream shall be 15 degrees maximum. Operable parts shall comply with applicable standards.

Drinking fountains shall comply with 307 and 602.

As Built:

There is not adequate knee clearance provided at the drinking fountain. It also sits on a pad with a 3% slope.

Recommendation:

Remove and re-install the drinking fountain to the correct height. Re-pour concrete surface to less than a 2% slope.

The path contains multiple issues and is not accessible.

The path of travel exceeds the maximum allowable cross and running slope requirements. It also contains changes in level and/or gaps that exceed the allowable maximum requirements.

Walking surfaces that are a part of an accessible route shall comply with 403.

As Built:

There is a 1" wide by 1-3/4" deep gap between the sidewalk and the panels at the bench. The slope of the concrete is also excessive, measuring 3.2%.

Recommendation:

Replace the pad which should also take care of the gap issues.
