The Community Development division manages the City of Colorado Springs' investment of entitlement funds from the U.S. Department of Housing and Urban Development (HUD).
These funds support public-private partnerships that build and preserve affordable housing, strengthen neighborhood facilities infrastructure, and provide direct services to the city’s most vulnerable residents.
Partnerships
The Community Development Division invests federal funds and City resources in public-private partnerships that build and preserve affordable housing, strengthen neighborhood facilities infrastructure, prevent homelessness, and provide direct services to the city’s most vulnerable residents.
Funds are awarded through competitive grants, sole source contracts, collaborations, and through community engagement processes.
HUD entitlement programs
There are three HUD entitlement programs that the Community Development Division manages:
HOME Investment Partnerships (HOME)
The HOME program funds a wide range of activities including building, buying and/or rehabilitating affordable housing for rent or homeownership. Funds can also be used to provide direct rental assistance to low-income residents.
Community Development Block Grant CDBG
Community Development Block Grant (CDBG) funds are used to improve local communities by providing decent housing, improved infrastructure, public facilities and services, and improved economic opportunities for low- and moderate-income residents.
Emergency Solutions Grant (ESG)
The ESG program funds help individuals and families quickly regain stability into permanent housing after experiencing a housing crisis or homelessness.
