The City of Colorado Springs Community Development Division is soliciting applications for 2020 Community Development Block Grant (CDBG) Public Facilities and Improvement funds. The Division has approximately $1 million of federal funds available for eligible public facilities and improvements projects in Colorado Springs. The application window opens today, September 25 and complete applications are due no later than 11:59pm on Friday, October 16.
Eligible applicants must be public agencies, private non-profit agencies, or faith-based organizations. The proposed improvements will be open to the general public and will primarily benefit low-income communities. This year’s priority areas are:
- Projects that expand access for people with disabilities
- Projects identified in local or City plans (PlanCOS, HomeCOS, other neighborhood or area plans).
Agencies may submit multiple applications, with each application limited to a single project. The minimum request is $250,000. Applications selected for funding may receive less than the requested amount, depending on the number of applications received and the available funding. By applying, funding is not guaranteed to any agency or project.
Eligible Activities
CDBG funds the acquisition, construction, reconstruction, rehabilitation, or installation of public facilities and infrastructure. The facilities or infrastructure may only be publicly owned or owned by a non-profit and open to the public. Projects must be located 1) within Colorado Springs city limits and 2) serve low-income communities.

These sessions will cover important information on the types of eligible projects along with rules and regulations governing the CDBG program. Attendance will help project eligibility and ensure critical technical assistance about the 2020 CDBG application and program before an agency invests the time and resources necessary to apply.

The primary purpose of CDBG funds is to serve low- and moderate-income residents who reside within the city limits of Colorado Springs. Public Facilities and Improvements projects aim to improve local communities by providing decent housing, improved infrastructure, public facilities and services, and improved economic opportunities.
